EVALUATION

The purpose of simulating the United Nations is to provide an environment in which participants can better understand, not simply the structure and procedures, but more importantly the process which takes place within the UN. The MUNFW, in our continuing effort to provide a better simulation for participants during its annual conference, will conduct evaluations of all delegates attending MUNFW’s conference.

There are four areas in which delegates are to be evaluated: country profile, policy statements, draft resolution, and attendance/behavior during committee meetings. The first three areas compose the Pre-conference Documents each Delegation/Delegate must submit prior to conference. The fourth area, committee attendance/behavior, will be evaluated by the chairs. The chairs in each committee will take role approximately fifteen (15) minutes after the agreed start time of the meeting, and this will not be a role call at the beginning of each committee session - in the morning, after lunch, after dinner.

Conference

The chairs in each committee will take roll approximately fifteen (15) minutes after the agreed start time of the meeting - in the morning, after lunch, and after dinner. This may or may not be a roll call at the beginning of the meeting.

In addition to attendance at committee meetings, appropriate behavior during the committee meeting is expected and deviations from the norm will be noted by the chairs. If there are more that one or two instances of unacceptable behavior noted, points will be deducted from the Delegation total.

Acceptable conference behavior is and begins upon arrival at an MUNFW conference. Each delegate is the official representative of an assigned country, a citizen of the country. The delegate must properly represent the country in the work to promote the country’s interests and ideals in the effort to achieve its goals. Each delegate is a thinking, innovative diplomat and should maintain the country’s position, but not be stifled into obstinancy or inactivity. A delegate may bend policy somewhat in debate and bargaining for votes, but should not drastically change the country’s policy.

Debate in MUN is between delegations and nations. While a delegate adds his/her personality, s/he is a representative of the selected nation and delegates are dealing with nations. Protocol requires that delegates address or refer to other delegates as the distinguished representative of _____ or the delegate from _____. Policy criticism is addressed to the nation, not the delegate. Derogatory remarks directed to a delegate or delegation are unacceptable behavior for a diplomat.

Rules and procedures are to facilitate the orderly flow of business in a committee, council, etc. Use of rules to hinder this flow, if not in keeping with a country’s policy on the issue, will be called out of order.

Attendance at all meetings during a conference is vital to achieving the benefits of the MUN experience. Part of that attendance is being on time, paying attention to what is going on, appropriate attire for a diplomatic meeting, respectful and appropriate language at all times.

Evaluation Format

The four areas of evaluation and method are:

1. The country profile of each delegation’s selected country will be evaluated by the criteria listed below.
2. Each policy statement submitted by a delegate will be evaluated for style and format as indicated below.
3. Each draft resolution is evaluated on the basis of format and content as stated below.
4. The chair evaluation will consider attendance in committee, diplomatic behavior, knowledge of the issues, knowledge of the rules, presentation of represented country’s views in formal committee.

To reiterate, each Delegation is required to submit a country profile, a policy statement on each agenda item and one high quality draft resolution on one agenda item per body. These materials are to be e-mailed to the Executive Director 30 days before conference. They will be read by a team of evaluators before conference using the following criteria.

1. Submitted = 1 points

If the document is submitted on time, full credit is granted. If it is less than 30 days before conference one point will be deducted. If it is submitted at conference during registration, two points will be deducted.

2. Format = 3 points

Format should follow the outlines presented here for each of the three document types. For the country profile there are six primary sections. For policy statements there is a heading and a three paragraph body. For resolutions there is a heading, a title and two body sections. These are visually obvious elements and points will be deducted if they are not visually obvious.

3. Content = 6 points

Each document type should contain specific content within the body sections. For example, the paragraphs in a policy statement should contain historical in the 1st , current in the 2nd , and proposed solution in the 3 rd . These elements should be obvious at a glance, if not, points will be deducted. 

4. Spelling, Grammar, Punctuation = 2 points

Obvious grammar, spelling and punctuation errors will be deductions.

Total points available for each item = 20 points for profile and 12 points for each policy statement, draft resolutions and participation. If a country is not assigned a seat in one or more committees (CSW, ECOSOC, or Security Council), a total score for submitted policy papers and resolutions will be averaged and used for the committees not assigned. If a delegation chooses not to seat a delegate in a committee to which their country is assigned, the delegation is still responsible for the policy papers and resolution for that committee. If the papers are not submitted, the delegation will receive "0" for those papers.

At the Annual Session of the MUNFW, the total points possible will vary depending on committees and the number of issues. A Delegation must have a minimum of 85% to be eligible for an award. Delegations who successfully meet this evaluation requirement will be awarded a certificate. Delegations who score 100% will receive certificates "With Special Mention"

By way of illustration, a country with 6 seats at conference could be scored as follows:
